Refined Governance: Cardano’s Proposed 2027 Budgetary Framework
Cardano is moving toward a more structured financial future with the introduction of the 2027 Cardano Ecosystem Budget Process (CEBP). The proposal, published by Intersect, aims to streamline treasury management by appointing three key institutions—Intersect, PRAGMA, and the Cardano Foundation—as "stewards" over specific spending domains. This shift is designed to transform the current funding landscape from a high-volume, uncoordinated influx of requests into a strategic, expert-guided system that assists Delegated Representatives (DReps) in making informed financial decisions.
Institutional Stewardship and Domain Expertise
Under the CEBP, the designated stewards will take on the responsibility of shaping the strategy for six critical areas of growth, ranging from core development and research to marketing and adoption. These organizations will help define how funding applications are assessed and recommend budget caps, providing a layer of technical and operational expertise that the current DRep system often lacks. While these stewards have the power to influence which needs are prioritized, the framework maintains a system of checks and balances; DReps retain the ultimate authority to approve or reject budget distributions and individual treasury withdrawals.
Balancing Conflict and Open Access
A significant point of discussion within the proposal is the eligibility of stewards to apply for funding within the very domains they help manage. To address potential conflicts of interest, the framework outlines the need for transparent disclosures, independent assessment procedures, and a common public code of conduct. Furthermore, the proposal preserves a seventh domain known as "Open Contributions," which allows independent proposers to bypass institutional stewards and apply directly to DReps. The success of this dual-track system will largely depend on the final allocation of funds to this open route and the social commitment of DReps to uphold the agreed-upon standards.
The Path to Implementation
The CEBP is currently in a consultation phase, with feedback being gathered ahead of a tentative submission deadline in November. If approved by the DReps, the process will run as a trial throughout 2027, marking a pivotal experiment in decentralized treasury management. By professionalizing the assessment process while keeping the final "on-chain" power in the hands of community representatives, Cardano seeks to balance the efficiency of institutional oversight with the foundational principles of decentralized governance.
