USDC Sets Milestone as the EU’s First Significant E-Money Token

The European Banking Authority (EBA) has officially designated Circle’s USDC as the first "significant e-money token" (EMT) under the landmark Markets in Crypto-Assets Regulation (MiCA). This historic classification marks a turning point for digital finance in Europe, initiating a major transition in how stablecoins are overseen across the Eurozone and setting a precedent for 44 other notified e-money tokens currently under review.

A New Era of Centralized Oversight

Starting November 12, the EBA will assume direct supervisory responsibility for USDC, taking over key roles previously held by France’s Autorité de Contrôle Prudentiel et de Résolution (ACPR). This handover focuses on the financial safeguards of the token, with the EBA specifically managing regulatory capital, asset reserves, and liquidity requirements. While the EBA will oversee recovery and redemption plans to ensure market stability, the French ACPR will maintain authority over internal governance, fit-and-proper assessments, and the management of conflicts of interest.

Challenging the Reserve Status Quo

The designation arrives amidst a policy debate regarding the safety of stablecoin reserves and the risks inherent in the banking sector. Circle has actively challenged MiCA’s rigid bank-deposit requirements, which currently mandate that significant token issuers keep up to 60% of their funds in separate bank accounts. The company argues that such high deposit floors actually increase exposure to credit and counterparty risks. Instead, Circle advocates for a more flexible framework that prioritizes highly liquid, low-risk assets and allows for dynamic rebalancing between its global and EU-specific reserves.

Global Cooperation and Future Implications

Beyond European borders, the EBA is strengthening its international ties by signing a memorandum of understanding with the New York State Department of Financial Services to facilitate information exchange on stablecoin activities. This move highlights the EBA's growing role in securing the digital asset ecosystem while balancing the complexities of cross-border issuance. Although the new regulatory status provides a clearer legal framework for USDC holders, it is important to note that the classification does not offer a peg guarantee or traditional investor-compensation coverage, leaving the focus primarily on systemic stability and liquidity.
