El Salvador Secures IMF Funding Amid Strict Bitcoin Restrictions

El Salvador has successfully navigated a high-stakes review by the International Monetary Fund (IMF), securing a $138 million disbursement despite its controversial Bitcoin holdings. This agreement highlights a delicate compromise: the IMF will continue to provide vital financial support, but only if the nation adheres to strict limits on state-funded cryptocurrency accumulation and increases fiscal transparency.

Navigating the IMF Loan Program

The IMF recently completed the second and third reviews of El Salvador’s $1.4 billion loan program, triggering an immediate release of funds equivalent to approximately $138 million. While the country had previously failed to meet certain performance criteria specifically related to its Bitcoin reserves, the IMF board granted the necessary waivers after Salvadoran authorities implemented corrective measures. This financing is part of a 40-month Extended Fund Facility designed to support fiscal adjustment, strengthen national reserves, and drive financial-sector reforms.

Limits on Bitcoin Accumulation and State Involvement

A central condition for continued IMF support is a moratorium on new state-funded Bitcoin purchases. El Salvador’s current reserve, which consists of nearly 7,800 Bitcoin valued at roughly $666 million, is permitted to grow only through documented donations rather than public spending. To further distance the state from crypto-related risks, the government has transferred majority control of the state-backed Chivo wallet to a private operator. However, the IMF insists that remaining public-sector exposure must be fully unwound to ensure long-term economic stability.

Transparency and Future Compliance

To maintain access to future tranches of the loan, El Salvador must significantly enhance its regulatory framework and crypto-asset disclosure. This includes strengthening governance for digital-asset providers and amending existing laws to ensure total transparency. Future reviews will hinge on the government’s ability to document every change in its Bitcoin balance; any unexplained accumulation could force the government to seek new waivers or risk losing access to the remainder of the $1.4 billion program.
