The Backbone of Iran’s Crypto Ecosystem

The scale of CoinEx’s involvement suggests a highly organized strategy rather than incidental user activity. TRM Labs found that approximately 5% to 10% of the total volume from top Iranian exchanges—such as the recently sanctioned Nobitex—was routed through CoinEx, averaging nearly $1 million in daily transfers over the last seven years. Experts describe this relationship as a "coordinated arrangement" that effectively serves as the backbone of Iran’s digital economy, enabling the state to maintain liquidity despite being largely cut off from traditional international banking systems.

Deep Integration with State and Military Actors

The investigation further highlights deep-rooted connections between the exchange and the Iranian government’s official and military arms. CoinEx reportedly received $67 million directly from the Central Bank of Iran and has direct on-chain exposure to the Iran Revolutionary Guard Corps (IRGC) and its regional proxies. Additionally, the report uncovered over $154 million in mining rewards routed through linked infrastructure, suggesting that CoinEx plays a critical role in liquidating assets from Iran’s state-authorized, industrial-scale cryptocurrency mining operations.

A Geopolitical Chokepoint

These revelations come at a time when the United States is increasingly using cryptocurrency regulations as a tool of geopolitical pressure. While the U.S. recently sanctioned four major Iranian exchanges that account for 78% of the country's domestic volume, CoinEx initially remained outside that list, allowing the regime's international infrastructure to stay largely intact. As negotiations continue over regional stability, the role of global exchanges in facilitating state-sponsored sanction evasion has become a central focus for international security and financial regulators.
