The digital euro is envisioned to offer "spare capacity" by introducing public payment rails alongside existing private solutions. Key safeguards include distributed transaction processing across multiple regions, a mandatory ECB-run application to ensure continuity during bank cyberattacks, and essential offline functionality, enabling peer-to-peer payments even without power or network access.

Fostering Digital Inclusivity for All

Beyond security, the digital euro is designed to guarantee inclusivity in an increasingly cashless economy. The ECB recognizes the significant population segments at risk of being left behind, including over 30 million blind or partially sighted individuals, at least 34 million deaf or hard-of-hearing people, and those with limited digital literacy. To address these challenges, the ECB is actively collaborating with consumer groups to develop adaptive interfaces, featuring functionalities like voice commands and large-font displays. Furthermore, payment providers will be mandated to support the ECB's own application to ensure basic access, and local institutions such as post offices and libraries are slated to offer free support and guidance to those less familiar with digital tools.
