Ocean Protocol (token name on-chain: "Ocean Token") (OCEAN) is a decentralized data-exchange protocol deployed natively on Ethereum, with bridged copies on Polygon, Optimism, and Energi. It lets data owners tokenize datasets and AI compute services as ERC-20 "datatokens" that can be published, priced, and accessed through the Ocean Market, placing the project in the AI, storage, and decentralized-physical-infrastructure (DePIN) categories.
The project traces to 2017 and is maintained by the Ocean Protocol Foundation. Ocean was a founding member of the Artificial Superintelligence Alliance from March 2024 until the Foundation's withdrawal in October 2025.
Ocean Protocol differentiates itself by wrapping dataset and AI-compute access rights in ERC-20 "datatokens," letting data be priced and traded as an asset rather than sold through a centralized broker.
As of 2026-09-02, on-chain distribution spans roughly 36,700 holder addresses on Ethereum, though absolute trading activity is thin, with on-chain 24-hour volume near $46,300 against a market capitalization of roughly $33-34 million, indicating most trading likely occurs off-chain on centralized exchanges.
OCEAN functions as both a utility and governance token. Users spend OCEAN-denominated datatokens to access published datasets, algorithms, and AI compute services listed on the Ocean Market, giving the token a direct fee-payment role in the data-exchange workflow.
Holders also participate in OceanDAO, the protocol's community funding process, using OCEAN-linked involvement to help direct grant funding toward core development, ecosystem applications, and outreach.
OCEAN's original nominal max supply was 1.41 billion tokens. About 81% was converted into FET during the 2024 Artificial Superintelligence Alliance merger, leaving the residual total supply as the token's practical ceiling.
After withdrawing from the Alliance in October 2025, the Foundation announced a buyback-and-burn program funded by profits from Ocean-derived technologies, a disinflationary mechanism not yet demonstrated over multiple periods.
Ocean Protocol Foundation was incorporated in October 2017, but the OCEAN token itself launched roughly two years later, in 2019.
OCEAN is deployed natively on Ethereum, which secures the network through proof-of-stake consensus. Bridged or mirrored copies of the token also exist on Polygon (a proof-of-stake-secured sidechain network), Optimism (an Ethereum layer-2 rollup inheriting Ethereum's security), and Energi.
Ocean Protocol was founded by Bruce Pon and Trent McConaghy, who met in 1993 at the University of Saskatchewan. McConaghy previously founded ADA, an AI-for-circuit-design company acquired by Synopsys in 2004, and Solido, an AI chip-design tool used by Apple, Nvidia, and Sony, acquired by Siemens in 2017.
Pon previously founded BigchainDB and joined Ocean Protocol full-time in 2014. Additional individuals listed as founding/early team members include Chirdeep Singh Chhabra, Cristina Pon, Daryl Arnold, Dimitri de Jonghe, and Donald Gossen.
Ocean Protocol is maintained by the Ocean Protocol Foundation Ltd., a Singapore-incorporated non-profit public company limited by guarantee (registration number 201729912W), incorporated 19 October 2017. Its registered office is at 1 Irving Place #08-11, The Commerze@Irving, Singapore 369546.
The Foundation was a founding member of the Artificial Superintelligence Alliance, formed in March 2024 with Fetch.ai and SingularityNET, and formally withdrew its Alliance membership in October 2025.
Ocean Protocol's community governance runs through OceanDAO, which allocates funding toward core software development, ecosystem applications, and outreach. That funding is sourced from Ocean network revenue, network rewards, and the Ocean Protocol Foundation.
This gives the community a direct funding-allocation role rather than full on-chain protocol control. The Foundation remains the separate Singapore-registered legal entity responsible for the project's broader strategic decisions, including the 2025 Alliance withdrawal.
Ocean Protocol Foundation formally withdrew from the Artificial Superintelligence Alliance in October 2025. The withdrawal, which resigned the Foundation's designated directors and membership in Superintelligence Alliance (Singapore) Ltd., returned OCEAN to trading independently of FET.
Following the withdrawal, the Foundation announced a buyback-and-burn program using profits from Ocean-derived technologies. The withdrawal also triggered an unresolved legal dispute with Fetch.ai over community-sale allocations tied to the earlier FET conversion.
CertiK audited the original OCEAN ERC-20 contract and found it of high quality with no critical vulnerabilities, following the standard ERC-20 interface with minimal added functions.
CertiK's Professional Services Division separately audited the Ocean V3 contracts (Datatokens, Ocean Market, and Initial Data Offering contracts), identifying 60 issues (52 informational, 7 minor, 1 major); the major issue was resolved.
The top 10 addresses hold roughly 91% of supply, though this is inflated by FET-conversion bridge/vault contracts rather than organic whale concentration, and on-chain DEX liquidity (~$616,500) is thin relative to market capitalization.
